摘要：随着固定电话的快速发展，如何改善面向各类客户的服务，特别是农村电话用户，实现话费及时有效缴付、减少坏账比例，成为了电信运营商面临的一个问题。目前运行商主要是通过自办营业厅、合作营业厅、代收话费银行、电话缴费卡等进行缴费。对农村电话用户来说，由于其分布广，单个营业点覆盖的用户数量少，单用户消费值低，到处建立收费点等传统解决方案显然不是一种有效的解决方案。同时，人们生活节奏的加快，更无闲暇时间去营业厅缴费。为此设计个网上缴费系统可以为广大客户提供一个自主服务。
