With the development of Internet and the maturity of database, it is exigent request to establish Universities Human Resources Information Management System (UHRIMS).The construction based on the WEB platform, realization convenience quick WEB registers and the inquiry, SQL Server 2000 is its database on the background. It can access data from database by using ASP technology. The paper emphatically expounds course of tri-layer Web development of B/S mode using ASP as development tool. The system performance history mainly includes the backstage database the establishment and the maintenance as well as front ends the application procedure development two aspects. Establishes the data uniformity and the integrity regarding former request is strong, the data security good database. But latter wants the as desired application procedure to have the function completely is easy to use and so on the characteristic; The final version system mainly includes the following functions: Administrator management module, Company management module and Student management module. Three target-oriented system, student, the company, system managers, System manager has the management authority, assigns for company and student's management account number and the password., The user first carries on a simple registration, then fills complete curriculum vitae. After the user registration and can search the information something they need. Ultimately students find good jobs, and company can find suitable talent, After the students choose jobs, Companies can understand the students basic information function, finally users can contact with each other by  mail or telephone ,Also added to the message board function, Facilitate the exchange between users. Finally the whole scheme design, security strategy design and program module are analyzed in detail.
